Raymotors don't do back tracking and say only panel craft do, is this true?
got a problem with the back rear passenger tyre on a Honda Civic, tis only since the back panels were replaced at Panel Craft, the back rear passenger tyre has gone bald on the outside, and is fine on the inside, the car is sitting about half an inch to an inch lower on this side, than the drivers side, went to Raymotors today to get the tracking tested, was told they dont do the back as it's a more specialised job, and panel craft are the only place that do it, so they replaced the tyre, and it is still sitting half an inch to an inch lower on this side, any advice?

Go to PanelCraft?
You say the problem started since they last did work on it anyway, I would have them inspect it.

What Car have you got Todge? Cars dont typically have rear 'tracking' (unless its 4*4) and this is usually a fixed value- if the tracking is far out its likley something is bent or the suspension is faulty (a likley cause of one side being lower).
It could also be a camber fault...(does the wheel with the fault have any noticable angle on it?)
If you let me know what type of car it is I should be able to diagnose further..

Is the car lowered? If so, it has more than likely thrown the camber out.
If you can't get to the bottom of it, try a civic owners website, im sure they'd be happy to give you some advice.

it's a '96 Honda Civic SR Vtec, as i say its only since Panelcraft replaced the panel over the wheel arch and the door, it doesn't appear to have noticeable direction that the wheel is angling at, just normal. it's only very slightly noticeable that its lower at the back passenger side, not at the front. i mean the car was bashed in April on that side on the above panels which were replaced but it wasn't like this then, it's only since Panelcraft have had the car about a month or so ago, and in this time the tyre went completely bald

I would say that the impact that resulted in the panel needing to be replaced has also caused a problem to the rear running gear-this could have gone un-noticed by panelcraft as you say that is 'isnt very visually noticably'. It is deffinatly a problem though & I would take it back to panel craft for them to inspect & diagnose as it could still be warrented under the claim..
From my experience I would say that the axel stub pin (or something relayted) has been bent.

as above, if they say it is fine go to formular fast fit and ask them for a 4 wheel alighment check for the reason you have specifyed and they will tell you whats out of alignment.
